Consultation is to take place with regards to installing some short-term parking in Ashburton Road to improve potential for passing trade.
Traders have mixed views about what should be done, and the Council will only install measures which reach a consensus view.
Local councillors want to encourage greater use of district shopping centres. Councillor Jackie Slesenger said: "The shops in Ashburton Road are good quality and benefit the local community immensely.
"We want to do everything possible to support the traders."
