Defer Labour's big bins demand Liberal Democrats

Labour's cut by £189,000 should be reversed, defering introduction of large litter bins outside the city centre (and removal of smaller bins) for one year until the consultation process with members and communities has been undertaken, met from the £1m reserve set aside for testing approaches identified by the waste strategy.
